Steps:
1. Pull campaign/ad-set spend, results, and CPA/ROAS trends from the connected Meta Ads account.
2. Judge scaling candidates on marginal performance (recent trend at current spend), not lifetime averages.
3. Respect learning phases — no reallocation that resets a well-performing ad set.
4. Return the plan as an Excel-ready table (Campaign/Ad set | Current budget | New budget | Rationale | Risk) with changes capped at ~20% per step.
