Steps:
1. Pull per-ad spend, frequency, CTR, CPM, and CPA/ROAS for both periods from the connected Meta Ads account.
2. Flag ads with meaningful spend where frequency is climbing while CTR falls and CPA rises period-over-period.
3. Distinguish true fatigue from delivery shifts (audience change, budget change) before flagging.
4. Return a table (Ad | Spend | Frequency trend | CTR trend | CPA trend | Verdict: refresh / pause / keep) in the chosen format(s).
